So-
In 4 months since AGM construction completion has slipped another quarter and Operational commencement is locked in at "thereafter".
Sounds definite to me, definite unresolved issues, i know some here don't think liciences and approvals are important but apparantly Indonesian regulators do hence "thereafter".
