That was the worst reporting of the whole saga - reporters not understanding the very huge difference between buying a ticket and not showing up for the flight, and checking in but not boarding.
If there were four people (or five) who had checked in but not boarded the plane would have been delayed for hours before the luggage was removed. It was obvious to anybody who has ever traveled that it had to be a case of no show rather than checking in and failing to board.
