It's not up to the mgmt to decide this boysy. It's up to the major shareholders of both companies.

The sooner the better in my opinion. Stronger entity would see WL get developed without have to give away most of the equity. However, on its own, NDO does not have the grunt to achieve this and will lose most of its equity and upside if someone else farms in to develop it.
