Actions require money. Money can come from CR, which means dilution. Or, from internal cash flow from production. The latter was the strategy, an obvious strategy. It requires a production licence, and the NT government took its time issuing it. Time is always an enemy of OTM options. The factor is time, not RC. It would be unwise for RC to push the NT government for the benefit of a few, and ruin the relationship with the NT government just when CTP needs all the other things ticked off.
