    just a guess - and hope I am wrong:

    major delay to ML ?

    need money to spent the time to ML productively ?

    and possibly "re-arange" the staged approach as per results achieved ?

    need "technical assistance" to design and commission plant ?

    What issues could arise out of what is currently being "commented" on ?

    Fauna/flora/water ?

    We've been told we have support of native title holders.
