I am wrong . The lights I saw were the brake lights flashing on and off coming up as orange on small screen. Sorry for my comment in that regard.
It's a poor quality video; I had to look closely, several times, before I was comfortable saying that the indicators weren't on. Easy mistake to make.
Why not have your car lic plate on a bike so points can be deducted from car lic?
I absolutely agree that bike riders should be held accountable for their actions, where those actions run counter to the law and the general need for road users to be safe and predictable. The hard part is figuring out how to do it. I do have genuine doubts about the viability of bike registration, for reasons I have given earlier; ultimately, it's a question for the legislators to decide. If they decide that bike registration is the way to go, then so be it.
if there is a bike line, there is a reason for it (especially on Highways) and should be used by cyclists, cars and motorbikes can't use bike lines if it looks better than the road
Allow me to quote from the VicRoads website: "Lane markings. Rule: A bike rider must use the bicycle lane if there is a bicycle lane on a length of road in the same direction as they are riding (unless there are obstacles in their way, i.e. parked cars, debris etc)." (My emphasis.) Even VicRoads states that debris is a valid reason to not use a bike lane. (I used the Maroondah Highway stretch as an example, because every time I've driven past it, it's been covered in debris. I don't ride that way.)
