There's is nothing that legislates anything like that.
If you guys would like to petition these changes for cyclists then please do so & move them through until laws change but as it stands the laws that were broken exist and fall with the vehicle and the passengers exit.
Why do you think they came forward after the event ?
Could it be they realised they had in fact breached these ?
Part of what you guys are saying also imply pedestrians should pay registration and wear numberplates to cross the road and in the event a vehicle hits a pedestrian the drivers on this thread can just leave the scene and refuse to hand over details because they are concerned for their own privacy lol - get into the real world.
Laws exist and will uphold and represent the law as they are
If you think they are wrong then clearly you have a lot of work to do to have these changed. You may as well stop wasting time trying to argue contrary to these as they exist & start cracking in your move to have them changed.
