Is CDB raising a total debt funding of 10mil euros est. in 2 phases - phase 1 being completed and phase 2 anticipated completion est. 3rd week April 2014 or

is CDB raising a total debt funding of 20mil euros est. -
phase 1 being 10mil euros and successfully completed and phase 2 of another 10mil euros est. anticipated completion est. 3rd week of April 2014?

I read and re-read the ann in Mar and Feb 2014 and I am still not very clear. Nontheless, I am already in becos of phase 1
10mil euros. easy for a penny stock to get that kind of money.
