the HFT traders in the 60 Minutes program have been (since after the 2008 collapse) reportedly making tens of millions of USD *every day* with their on-exchange HFT installations. the exchanges have also been making tens of millions by renting the space and the 'privileged' high speed optical cables to the HFT traders. when you're making that much money, there's no such thing as a conscience!
hence the market for an exchange with a conscience; in this case, the IEX.
Australia is too small. fair trading won't happen anytime soon.
