Amok, are you forgetting that CNQ shipped acceptable product to Mits last year?
Why then did they have to do another study?
Perhaps they were they fearful that when the shipments do eventually start again after stopping late last year, CNQ might supply something inferior?
Absolutely everything wrong with the long study time and other interminable delays and the fixation by management on one recalcitrant customer, when there are (as reported frequently by management) plenty of other suitors.
