One of the US warships has been in the Black Sea illegally for 11 days so of course the Russians are getting tetchy. The US has violated the Montreaux convention, showing they don't give a stuff about the law, they never have when it suits them.
The limit for a non-Black Sea power to stay there is 21 days.
They should be grateful the Russians just buzzed them and didn't blow them out of the water.
Last time the US misbehaved in the Black Sea in the 1980s the Soviet Navy rammed them on their way out...
