The one thing that leaves me with any hope is the size of the agreement. If it were a few million, I could understand not doing the checks and balances, hell if it were $100m I could probably still understand. But a $6.4bn funding agreement, surely you'd cross every t and for every i before even considering announcing anything. $6.4bn is such a large amount and the project is so important to the area, they would have known the coverage an announcement this big would get. For me, this is why I remain somewhat hopeful as otherwise the ramifications would be huge for those parties involved, and they would have known that also.
