Legally I dont think anyone can really be charged with anything.
Even if Roland is behind it and its shown that companies controlled by him bought PDY shares early on and sold them the day of the announcement.
Dont think there is a law against that - its not insider trading as he isnt from the listed company in question.
I guess morally its share price manipulation but legally he will just say he had/has every intention of trying to secure finance and did his best to do so.
Not much different to to Diggers and Drillers or ASCI buying shares in a stock they know they are going to tip.
A much bigger scale, but if its legal on a small scale it has to be legal on a large scale, I presume.
