The first is looking for the truth honestly and actively. The arrogant and wicked will not and cannot understand. They are blocked.

Many give up in their search for truth. We are assured however:(Acts 17:27) so that they would seek God, if they might grope for him and really find him, although, in fact, he is not far off from each one of us.
The word "grope" implies effort on our part.
What can make it more difficult is that Satan has muddied the waters.
Satan's first recorded words began:"Did God really say...?",thereby casting doubt that God is trustworthy. Compare John 17:17.
With regard to the question posed as to why you fell if you have God's blessing, the answer can be found at (Ecclesiastes 9:11): "I have seen something further under the sun, that the swift do not always win the race, nor do the mighty win the battle, nor do the wise always have the food, nor do the intelligent always have the riches, nor do those with knowledge always have success, because time and unexpected events overtake them all."
