    If I were running HZN my response to such an offer would earn me a suspension.

    HZN doesn't need to sell anything! They've invested substantial capital (like ROC) to getting Beibu to production. Now is when the returns are made.

    Give me the reason as to why HZN would accept a low ball offer for Beibu?
