Baglimit you should really do some homework before you post such erroneous information. PEN has one Long Term Contract signed and in place. What you cite is additional RFP, nothing at all to do with the contract in place.
binbin is wrong, as you are, you even more so as you aren't even aware of the contract in place.
All you had to do was open the links I provided.
They also couldn't buy/sell product previously as they had no SML, now they do as of the 25/4/2014.
