i commented when the mauritanian stuff happened that it was likely to be more to do with sterling because that really did look like a dodgy deal.
re tiof, i agree with you and wpl probably didn't want to publicly commit to tiof until a firm agreement could be sorted with the council and by saying it's pretty hard and expensive to get out is one way of attempting to broker a better deal. the council will always have the upper hand in all these matters but even more so until an agreement is signed and it is smarter to be a more reserved and guarded than, as you say, would be the case in oz.
