    Because it says in the announcement. In the actual letter sent by the company, not the front page:

    "Pursuance to ASX Listing Rule 17.1, Liquefied Natural Gas Limited (“the Company”) requests a trading halt to be granted immediately pending a material announcement regarding a placement of ordinary shares (“Placement”).
    The Company will make the offer available to sophisticated and professional investors via traditional placement means with stockbrokers."
