As nice as that might be, some things simply cannot be said until they are officially done.
For a CEO to come out publicly and state anything equivalent to what you suggest under "a" mickqld without the actual agreement in place would be viewed with a lot of circumspection.
I don't think Gus could say more than he has to date on the BRR interviews - many hints that funding is being taken care of.....whether you choose to believe or not?
"b" doesn't apply - present market conditions didn't stop URZ getting their $20M. They have a big fund looking for worthy causes to spend it on.
"c" is unlikely since as Vintage pointed out we're many months past the timeframe within which this would have come to the board.
