Part of the way we are allowed to operate. Up to 10c the minimum is 0.1c change. At 10c the minimum changes to 0.5c for us commoners. The institutions can often be seen to use different fractions such as the quarter cent that was there a little time ago. Not sure why but it is probably some agreement between buyer and seller.
