How about this: Nth Korea detonates a nuclear warhead over say Tokyo, do we then;

1) Declare war on N Korea ?
2) Send a peace mission to N Korea offering to overlook the millions dead in Tokyo as long as N Korea promises not to do it again?
3) Pretend it did not happen and do nothing ?
4) Organize a demonstration blaming the United States ?
5) Hide under your bed in case the next one hits near where you live ?
