the longer they leave this without announcing the actual sp for cap raising the lower the sp will go and the more screwed will long term NEO holders be, at least if they had announced the price to be 3.5 c when that announcement came out, the sp would have found some support
this delay will just dilute things even further as the actual capital is fixed
