Well, it seems they ARE selling unless they are running cash flow neutral.
Since before they were bleeding cash and in April they stayed the same, Lynas must either make be making more revenue (eg, selling the additional inventory) or cutting costs. Unless you know of a third option.
Either way, it seems to poke a hole in your theory that they more they produce, the bigger their losses are. Unless that's not what you said either.
