Chinese public want their cake and eat it too, it won't happen. Large-scale use of thermal coal for electricity gen is the problem. They'll go nuke for baseload gen, there's no other option. Re vehicle emissions have a look at this snippet from Tesla's shareholder letter today:
“We plan to expand in China as fast as possible because we believe the country could be one of our largest markets within a few years.”
The company’s had big support from the Shanghai government. Tesla drivers get free license plates in Shanghai, which normally go for $10,000 to $15,000, according to the letter."
