Dopey, it would be well neigh impossible to reverse our manufacturing quandary. I think my outline was clear enough but political will, ahhhh always political will. A recent budget full of nothing.

Free enterprise being what it is it will move very quickly to fulfill an opening. Governments are slow cumbersome organisms but a far seeing government might put in place the necessary framework for enterprise to take advantage as the situations arise.
