Young people face the highest rate of unemployment and hence have the toughest time getting a job, most would rather be working than being on the dole.
Under 30 yo will have to wait 6 months to get newstart is ridiculous, I can't imagine how a 28yo with wife and kids on a low income could survive for even a few weeks if they suddenly lost their job.
From what I understand even now you have to have very little in the bank before you qualify for newstart
