Like most nepotism it's not a matter of bias of action but bias of information. It's likely few people applied for the scholarship and through his relationship Abbott found out about it and knew how best to get it.
Not nessicarily a bad thing and both parties do it actively. But perhaps unwise given possible perception issues.
