I believe they have in a fashion, they say if all the stats line up? they will be going to stage 2 sometime late this year is my understanding.
win128, I am not sure whether it is supply from Russia that is the problem, more like embargoes placed on Russia by the EU is my understanding, or a worry about Russia increasing their prices in retaliation for them doing so?
