In South Africa, every company holding rights under the Mineral and Petroleum Resources Development Act (MPRD Act) is required to have a minimum of 26% Black Economic Empowerment (BEE) shareholding.
Read the above, BEE don't have to supply funds or any thing, they get free carried,You can't do business if you don't give 26% of every thing to BEE.

Why do you keep yaking on about J/V's when indeed this is the deal CDB had on the table to gain 33%????.
