I reckon that the 3 million at 9c is all part of the accumulating plan. It's put there by the buyer. The buyer won't remove it as they know they can stop buying any time throughout the day so that 9c doesn't get bitten by the smaller fish if the feeding becomes too frantic.
They're happy to keep buying below 9c until they get their fill.
That's why the 100,000 to 500,000 buys are going through in the morning with a drop off in the afternoon.
IMO, two things will happen over the next week or so. The buyer or buyers get the number they want and the 3 million sell is removed or news comes first and they raise the sell order.
