Sounds good in theory, but there's the cost issue, and the main thing is imo that it wouldn't achieve anything. There were already positive results reported in that district - that doesn't sway them.
Outside an election, it couldn't be compulsory, so the numbers and responses will be targeted as invalid and biased if they don't suit the anti group. Further, if it's organised another way, the promoter will be targeted.
Basically, I don't believe it would achieve your desired end. Those entrenched to oppose will continue to oppose. They already belittled the RVC pro-viewpoint. Others who accept the scientific merits won't be changed either - and nor would it have any sway there.
