Strange behaviour if you ask me - if they need 75% of the overall vote they would be hard pressed. Personally I think its a dumb rule - I thought in a democracy a majority was greater than 50% - the corporations act is a bloody joke - like the ASX its run for the big boys.
So then you need to ask the question is there something else going on - HZN should be around 41 or Roc 53 - either way its about a 6-7% arbitrage which seems a significant amount.
I've been watching HZN and someone keeps dumping at 38 cents - why they just wouldn't let it run up to 40 and then dump is beyond me - do the sellers know something we don't.
Also its pretty piss weak of the Roc management not to give an explanation of the farm out of the Malaysian deal - it looked like a great deal - why farm down - and then the share price goes up because of it!
