    Well it all depends what p/e you believe is correct for this business. If a p/e of 2.7x annualised current qtr earnings is right then its fully valued. If however its peer group is trading at say 7x then you would say it is trading at 38% of its value and fair price would be $2.20.

    Of course this doesn't take into account any discounts for sovereign risk etc.
