a 100% successful reponse at Phase I means nothing necessarily for Phases II and III. Phase I is predominantly a safety check.
I don't know how you could possibly consider Phase I success as a platform for calling the vaccine a 'cure'. Incredibly poor argument - but what else could anyone expect?
