There are a large number of articles from different organisations.

Yes some do point to lack of equipment due to funds but also to the fact that much of the eqipment and drugs can not be imported under the sanctions.

No doubt there is money being spent or waisted by the Iraqi government that could be better spent on looking after the needs of the Iraqi people.

At the same time though there are a great number of items that are either difficult to get or are banned because of the sanctions and the claim Saddam has spent all of the money on military would appear to be more US propaganda. Every non US/UK report on Iraq's military has stated that the military is poorly equiped and run down and greatly reduced since the Gulf war.
