It is a judgement call but for anything serious you would refer them to the School Psychologist who has formal qualifications in one on one counselling.

None, as far as I have been able to discover. Indeed, the point has been made that if they are not there to proselytize then what actually are they there for, given they lack the qualifications of a psychologist or counsellor?
