Hmm maybe he has had enough. I notice he has lost a lot of hair.
The health problems are two-fold;
1. It's Howard's fault for not making funds available to train enough health care professionals.
2. It's Beattie's fault for running a health service that was top heavy with bureaucrats and too light on foot soldiers.
