There are no genuine comparable companies with:
1) high debt levels that keep increasing.
2) Loss making operations where promised operational improvements are not realised.
Rather than being excited about the "value" that you see in SBM I would be asking whether it is a going concern. The CEO's head rolling and no visibility of debt levels decreasing = trouble. The share price is where it is for good reason.
