The 80% is a notional starting point negotiating number. The quality adjustments for High Vol, Low vol, ash, moisture, sulfur, Phos... puts it in the range you mentioned 65% - 75%. Low vol, low ash is getting 80% for some, albeit there is not much of it around.

My main point was that with HCC price being settled, PCI price is all but done as well. The small increase is welcomed to stem the slide.
