finance negotiations go like this imo...

we want to borrow a few hundred million from you mr bank but you see the moolies are a bit slow building a railway here in SA ( they are useless at everything)

so....mr bank you will need to wait another 7 years ( but say 10 cos the moolies are involved).

This means your payback mr bank is at least 7 years after you give me a big loan

cactus IMO as 6MTpa is not enough to get a few hundred mill in finance with a 7 year wait to full ramp up..
