My reading is consistent that there is a limit to the amount of ‘high assay tails’ the DOE will be releasing however you will note in the that report it states that if the GLE / DOE negotiations are successful than the DOE may release lower assay tails to GLE in the future as due to the alluded costs saving of the SLX technology, it could be economical. Another reason for the delay could be GLE seeking to incorporate higher assay tails or these lower assay tails in this negotiation to make the plant viable.
