It must be a fairly significant change from the previous Stage 2 agreement to warrant a TH.
But whether it's a good change or a bad one, we'll have to wait and see. The announcements make it sound like CTP are negotiating actively rather than just being told by STO how it's going to be, so that gives me some hope it'll be a positive.
