Nah, that's too simple. Why not come up with a plan that contains sooo many things that could go wrong, from large numbers of people involved to potential plane crashes to quarantine leaks and equipment failures and then just hope for the best?
If they really feel like they have to get involved, then why not park a hospital ship from the German navy a km off the african coast and just ferry patients a short distance to a self contained and self quarantined facility.
For something this stupid, there has to be another reason.
