Because they're using Q/H's existing infrastructure. I.e a couple of plants. If the project partners had built their own stand-alone plant then, yes, presumably no tolls. That would have required an even bigger financial contribution from AGS, presumably through issuing more shares as that seems to be their preferred method for raising funds.
