I think they simply mean "safe to abandon"
I don't know where some folk are getting the idea of future re-entry of the well from, I suspect just lack of familiarity with offshore drilling.
Likewise with some folk thinking they will wait for flow rates, not sure they will get that from the next well either, yet the market will have decided a lot more about valuation by then.
