    hey bellcurve
    think the govt would have been better putting
    a royalty , federal govt one , per tonne as a supper profits
    tax taxes efficiency and is open to manipulation leading to costly
    court cases etc
    think a royalty is easier to police and would have been easier
    to sell to the public
