Victorians already have the highest gas bills in the country, at $857 a year.
Gas bills will increase 20 per cent to $1057 in today's dollars by 2020 as the impact of price rises is felt.
But the report warns price hikes may be felt sooner.
"The transition to higher prices may not be gradual. It is possible that prices will rise sharply over the next few years as exports commence on the east coast and are expanded on the west."
The calculations are done assuming the wholesale price of gas rises from $4.20 a gigajoule now to $7.30 a gigajoule.
Japanese buyers are prepared to pay $15 a gigajoule, meaning the price rise may be even steeper.
The gas industry is expected to generate $50 billion in export earnings and create jobs in what has been described as a "golden age of gas".
