How is it not performing if they have not been testing,look at some of the conflicting whispers ? why do we take it for granted that those sections are not performing ? if you line up the behavior so far in both the coy and drillers i would presume that for legal matters or govt reporting they have not even got that far ...i suggest as soon as they knew there was oil there the plan to cripple the s/p was put in place.
