Peppie,
Thunderbird is more of a Zircon project with ilmenite ( lower grade given) than an ilmenite project with Zircon.
The low to no impurities are also an important consideration.
The next few weeks we will see a resource upgrade giving the project better economics.
I would think there are banks willing to fund a project with $300 mil Capex with a two year payback and 30-40 year mine life.
