Very limited imagination and thinking going on here. If you can't see that China has not even started it's agricultural revolution, then you are doomed to fail with a short term vision of their future. Australia has an advantage now, as beef consumption outstrips supply, but China will catch up, there is no doubt the government is going to assist local farmers ramp up.
Imagine the advantage they will have in the next couple of decades using technology developed in Australia/ New Zealand over decades.
As for water, China isn't the worlds largest hydro electricity producer for lack of Water. They have far more than Australia, whose beef industry has been under severe pressure since 2011.

As I pointed out before China's arable land is divided up between 200 million households with an average of 1.6 acres each, how would they amalgamate farms for broad acre production and keep people employed?
